Hashirama was surprised that Shisui could activate Susanoo with only three tomoe.

To activate Susanoo, one must activate the Mangekyou Sharingan of the Uchiha clan and unlock the exclusive eye techniques of both eyes, thus gaining the third power of the Uchiha.
