Chapter 975 You May Not Know: Black Bat Was Once Called the Second Most Powerful Hero in Marvel

Both Peter and Doom had practically forgotten about Maximus, for no other reason than that, given the infighting and power struggles within the M royal family, the Inhumans seemed to have been completely used as pawns by the Slavic gods, becoming their mere servants. From a combat perspective, without Black Bolt, the Inhumans were utterly devoid of threat; their sole purpose appeared to be providing Terrigen Mist to poison mutants.

He then tried to use the same trick again, but Apocalypse stepped forward. He flew up and came to the opposite side of Maximus and started exchanging sonic attacks. No one knows when he gained the ability to emit sound waves, but it actually canceled out Maximus's sound waves.
