Add update suspension notification

Monthly ticket additions are suspended, and normal updates of 4,000 words per day are resumed.

Two reasons, one is that there is double at the end of this month.

The second is that the hamster has shoulder pain and needs treatment.

Hamster currently owes 18,000 words (4000*5-2000) and will pay it back slowly.

When the hamster's shoulder is no longer so painful, we can continue to do it.
