Superman's End Manual

"The Dice Monster is launching a terrorist attack! He won't leave until he sees Mr. Ninja!"
After this inexplicable, childish declaration, the crowd of tourists surrounding the top of the tower had mostly dispersed amidst screams.
You know, if it were any other time, some of its most enthusiastic fans might have stood at the bottom of the tower, laughing and shouting, "Lord Dice, what kind of show are you going to put on for us today!"
But today's situation is different.
If you ask what's different, it's that the Dice Monster kidnapped the Superhero Association's renowned commander, "Che Zhengchen."
This incident is currently making headlines, naturally boosting the Dice Monster's notoriety. As a result, the Superhero Association is considering raising its wanted level from C to B, so that their public relations team can save some effort in whitewashing the monster's image in the media.
After all, daring to kidnap someone from the Superhero Building in broad daylight is tantamount to defecating directly on the head of the Superhero Association, and its severity is no less than that of Watchman hanging the corpse of Grey Pigeon on a high-altitude work platform a few years ago.
Even regarding the Watchman incident alone, the Superhero Association could explain it away by saying that Watchman possessed time-related abilities: after all, no superhero can prevent time-related powers.
If you check the official records from that time, you will find that the Superhero Association vaguely attributed the cause of that heinous crime to the "Time Management Bureau" in its official reports.
It's very humorous, just like when something goes wrong at the company and several departments are passing the buck to each other in front of the leader.
Association officials said that unless the Time Bureau intervenes, taking down the Watchmaker, a criminal who has been at large for over 20 years, will be a difficult battle.
Since the Watchman's superpowers involve time, why can't the Time Management Bureau intervene? This is a huge question.
The Time Management Bureau is independent of the Anomaly Control Bureau and the Superdimensional Control Bureau. It is an organization with a more mysterious aura and even higher level of secrecy.
If we were to rank the four, then in terms of international reputation and influence on the public, the Superhero Association would naturally be greater than the Anomaly Control Bureau, the Control Bureau would be greater than the Super Dimensional Administration Bureau, and finally the almost ignored Time Administration Bureau would be ranked last.
However, in terms of official status, the Time Management Bureau is slightly higher than the Anomaly Control Bureau, the Anomaly Control Bureau and the Super Dimension Management Bureau are on the same level, and the "Super Hero Association" comes last.
In other words, although the Superhero Association is only ranked fourth among official organizations, it has a great reputation and has to take on all the public's criticism when something happens.
So they learned their lesson and, whenever they encountered unsolvable public opinion problems, they would vaguely mention them in official documents and shift the blame to their three superiors.
The implication is that these three guys, despite having higher official positions, are occupying positions without fulfilling their duties—is that acceptable?
After experiencing the benefits of this approach, the higher-ups of the Superhero Association applauded it and reached a consensus. From then on, whenever faced with unsolvable public opinion problems, blaming the three management bureaus above them became a classic solution.
They thought to themselves that everyone was working for the country, so if something went wrong, everyone should share the blame, and that's how the country would avoid collapse.
Thus, after the Superhero Association had brought the Time Bureau to its feet with such intensity, people's strong hatred for Watchman and their remembrance and love for the rising star Grey Dove were at the time.
They nearly blew up the Time Bureau online.
However, the three senior members of the association were not satisfied. They thought to themselves, "You, the fourth brother, always enjoy all the limelight and get all the good things, while the three of us work diligently and quietly like oxen, asking for no fame or fortune. And now that there's a problem, you're blaming us for everything? Is that how a human being behaves?"
Under immense pressure, the Time Management Bureau was finally forced to issue a statement.
The Time Management Bureau's superiors have publicly stated that the Bureau has had clear regulations since its inception: their only responsibility is to restore everything to its original state and repair the timeline when serious timeline deviations and temporal disorder occur in the world.
Throughout history, the Time Administration Bureau may seem to remain silent, but in fact, it has secretly resolved no fewer than a hundred cases of timeline deviations caused by powerful time-manipulating individuals.
These individuals possess superpowers that allow them to travel through time or influence the future. The most pathetic of these powers is writing letters to their past selves, yet even such a power is enough to trigger a butterfly effect that could destroy the world.
On several occasions, the timeline structure nearly collapsed, and the world was on the verge of destruction, but each time the Time Administration turned the tide, quietly saving the situation and allowing the world to continue operating as usual.
As for the Watchman, his ability is only to temporarily stop time, not to travel through time; or to directly affect the continuation of the timeline in any way.
Therefore, it is naturally not under the jurisdiction of the Time Management Bureau.
The Time Bureau even went so far as to belittle the Clockwork's abilities in the official document, as if to say that it was not their place to handle such matters. It was clearly the Superhero Association that was incompetent, yet they were shifting the blame onto them when something went wrong, which was truly disgusting.
The release of this satirical official document only intensified the public's reaction, shifting their attacks back to the Superhero Association.
Back then, the official media of the Superhero Association and the Time Management Bureau were fiercely competing. Almost every so often, they would release a veiled article to subtly criticize the other, instructing their own fan base to attack the other, and trying their best to direct the public's anger towards the other.
Gradually, people's attention shifted away from the death of the grey pigeon and instead focused more on who should bear the responsibility.
It's so ironic it's laughable, and it even makes you wonder if the meaning of the grey pigeon from its existence to its death was just to grab attention and generate traffic.
Back to the original topic.
Back when the Watchers caused trouble at the Superheroes Tower, the Superheroes Association was able to focus the issue on "time-related abilities" and then use that term to shift the blame to the Time Management Bureau.
But now they were speechless, after all, the Dice Monster didn't have any time-related abilities, and was just an utterly useless bum.
But this thing actually kidnapped a commander right under everyone's noses.
Or rather, the most famous and beloved commander in the entire Beijing-surrounding area and even the whole country: Che Zhengchen.
The association's senior management was stunned when they received the news.
They thought to themselves, "That's a place where hundreds of superheroes gather when there's nothing else to do. Even the Terror Raven Man stays in the Association's high-rise building when he has nothing to do. You may not be afraid of the other superheroes in the Association, but have you heard of the Blue Raven of the Round Table?"
So who in their right mind would ever imagine that criminals would dare to approach or even attack Superhero Tower? This is undoubtedly a self-inflicted trap.
So, with this confident idea in mind, over time, the defenses of the Superhero Building were not so airtight, which gave the Dice Monster an opportunity to take advantage.
Even though the association's public relations department tried its best to suppress the hype on various social media platforms, the incident still generated a great deal of discussion around the world.
At this very moment, the Dice Monster, who had just stirred up a storm and topped the popularity charts on major websites both domestically and internationally, was not idle, nor did he have any intention of avoiding the limelight or pretending to be mysterious.
After banging drums and gongs around the Beijing Tower and making a terrorist attack declaration through a loudspeaker, it grinned, raised its right hand, and threw down a red and black die.
Without even watching the result of the dice roll, he had already swung along the spider web toward the shore of Gujiu Sishen, using the invisibility function of his belt to melt into the night.
As the red and black dice landed, they bounced in a beautiful parabola in mid-air, and a huge whale crashed down from the sky onto the empty street.
Immediately afterwards, its existence was like a giant fountain suddenly appearing in the center of the street. Thousands of raging water jets shot upwards from the pores on its surface, soaring into the sky. At the highest point, it exploded like fireworks, turning into billions of water droplets that scattered and fell to the ground amidst the screams of the crowd.
It was as if a sudden downpour had started over the neon-lit commercial district.
Many pedestrians who were fleeing were pushed to the ground by the splashing water and were soaked to the bone.
Fortunately, this chaotic situation did not last long. Soon, the Balloon Man team from Superhero Tower and the renowned A-class superhero, "General Winter," arrived at the scene as quickly as possible and swiftly dealt with the enraged whale.
At that moment, in the pitch-black sky above the city, a figure stepped on dark clouds and looked down at the business district from above, then sped off towards the No. 7 overpass.
However, no one was waiting for her there, which was somewhat disappointing.
Not long after, the Dice Monster arrived at the shore of Gu Jiu Si Cun, deactivated the invisibility ability of his belt, moved to a corner of the shore, and stood next to a fisherman.
Looking up, I saw the fisherman sitting on the railing, holding a DIA fishing rod, intently fishing.
"Hey, I'm the weirdo." The Dice Monster put one hand on his hip and introduced himself.
The fisherman ignored him.
The Dice Monster sighed and rubbed his forehead: "Oh, my goodness, buddy. You'd rather fish than chat with the charming and lovable villain, the Dice Monster, wouldn't you?"
The fisherman still ignored him.
The Dice Monster tilted his head and waved his hand in front of the other person: "Fishing like this is illegal. Didn't you see the sign on the fence that says 'No Climbing'? Yet you're sitting on this fence fishing."
The fisherman ignored him, his eyes lowered as he intently stared at the float on the water.
“I kidnapped the commander,” said the Dice Monster.
"What does this have to do with my fishing?" the fisherman asked.
"I am a super criminal. To be precise, I am a trainee criminal who has been training for two and a half years and is about to become a super criminal."
The Dice Monster shook his finger and spoke in a serious tone.
"so what?"
Aren't you afraid of me?
"If you're not going fishing, then leave and don't bother me."
The Dice Monster curled his lip slightly upon hearing this, tilted his head, and looked at him with empty eyes, asking, "How cold-hearted. Can I go fishing with you then?"
“The fishing rod is over there. But you’ll have to pay me for my bait.” The fisherman paused, then added, “But if you catch a fish, you can give it to me, and that will settle the bait issue.”
"Oh, thank you. This is my magical girl transformation card. I'll leave it with you as collateral for renting the bait."
After saying that, the Dice Monster took out a card with an elegant pattern from somewhere, placed it next to the Fisherman's buttocks, sat down on the railing next to him, and raised the Guangwei fishing rod that was resting on the railing.
"Wow, this fishing rod is really heavy."
As the dice-wielding man spoke, he baited his hook and cast the line forward. The moment the hook hit the water, it splashed up in the moonlight.
"What can this card do?" the fisherman suddenly asked.
"It can turn you into a cute magical girl. Don't be ashamed of it. For example, the magical girl Ash was transformed from a man. There are many such cases."
"Is she a man?"
"Yes. This is a secret, you must not tell anyone else."
The Dice Man nodded gleefully as he spoke, then raised his index finger to his lips, indicating that he should keep the secret.
It hummed the tune of "London Bridge is Falling Down" as it swayed its head and fished in the sea breeze, occasionally shaking its legs.
Before long, a figure dressed in a black ninja outfit emerged from the shadows and slowly appeared above the shore. His face was covered by a metal ninja mask, revealing only his dark eyes.
"What do you want from me?"
From behind the Dice Monster, the ninja slowly asked a question.
"I'm fishing with a good friend I just met, and I'm not looking for you. Please don't get the wrong idea."
The Dice Man grinned, speaking without turning his head, his lowered gaze fixed on the fishing float suspended on the water's surface.
"Then what did you say on the Huanjing Tower? Do you know any other ninjas besides me?"
“Well, actually I was originally going to look for you,” the Dice Monster said, as a violent ripple suddenly appeared near the fishing float, and the weight transmitted from the fishing line suddenly increased. “But I suddenly changed my mind.”
As soon as he finished speaking, he yanked the fishing rod, and a red and black fish leaped out of the water, rising into the sky amidst a splash.
