The Return to Hogwarts

A flicker of interest crossed Amelia's brown eyes after she sat down, but she quickly suppressed it; she hadn't come here for this matter.
“You misunderstand, Mr. Grevis—”
Amelia stood up and handed the receipt she had obtained from the wand licensing office to Mr. Grevis across the desk.
“I am here because the Immigration Department, following instructions from the Security Department, has confiscated Amosta Blaine’s wand, which entered the country this evening. I have delivered Mr. Blaine’s wand to the Wand Licensing Office for safekeeping. This is the acceptance certificate issued to me by Chago Rimon, who is on duty tonight. According to procedure, I need to submit the certificate to the Security Department for filing.”
According to procedure, Amelia was supposed to send the acceptance certificate to Ross outside, not to herself—Grevis did not point out the girl's mistake, but instead accepted the certificate.
He looked at the information on the certificate regarding the two wands that had been confiscated from Amostra, and after a long while, he asked with great interest,
How did he seem to be feeling?
How are you feeling?
Amelia felt the question was malicious, but after a moment's thought, she decided to tell the truth: "Mr. Blaine seemed very calm, and he did not protest."
"Is it?"
Grevis spoke in a tone of surprise, but Amelia could not detect much surprise in his eyes.
"What a remarkable guy."
After a long silence, Grevis's gaze fell on Amelia again, this time with much greater seriousness in his tone.
"So, what is Blaine's opinion on the Department of Security's decision that requires Congressional personnel to accompany individuals throughout their entry into the country?"
Amelia paused for a moment, then said, "Mr. Blaine also accepted."
"Is it?"
Grevis sighed again, but this time, Amelia sensed a clear hesitation in the head of security's tone, as if something was still unresolved. However, Grevis quickly regained his composure; he knew he shouldn't show too much emotion in front of his subordinates. He turned to look at Amelia, his expression shifting.
"I understand. Is there anything else, Amelia?"
Upon hearing the question, Amelia clenched her fists on her knees, a blush rising to her porcelain-smooth cheeks, and a hint of resistance flickering in her clear brown eyes.
“I question the Security Department’s decision, Mr. Grevis,”
Amelia sat upright in her seat and spoke clearly.
"According to the regulations and interpretations of relevant laws and regulations promulgated by Congress regarding the entry of foreign wizards, none of them support the legitimacy of the Department of Security's decision regarding Amosta Blaine. Mr. Grevis, Amosta Blaine has no criminal record and is not involved in any ongoing investigations. The Department of Security has no right to confiscate his wand or infringe upon his personal freedom."
For a young witch who has only recently graduated to question high-ranking officials in Congress is undoubtedly an act that requires great courage, especially since Amelia dreams of one day joining the Department of Security, which brings together the most elite members of Congress. This undoubtedly requires even more courage and noble character.
Grevis remained expressionless, but in his heart, he held the young girl in high regard. He now understood why Amelia had broken the rules and handed the certificate directly to him.
"So, you're an admirer of Amosta Blaine?"
After a brief silence, Grevis asked.
Amelia's breath hitched for a moment, her cheeks flushing even deeper. She mustered her courage to look into Mr. Grevis's eyes, and in a daze, she seemed to sense a flicker of red in his eyes. She blinked, looked again, and realized it was just her imagination.
"Oh, that's not relevant, sir."
Amelia understood the accusatory undertones in Mr. Grevis's words, but she had a clear conscience and responded frankly.
"I just think that even the security department needs to follow the rules, don't you think?"
Amelia knew perfectly well that Mr. Grevis could simply ignore her questions, offer no explanation, and tell her to leave his office—that was exactly what she expected before she entered the office—but she still decided to make her voice heard.
"Rules and regulations—"
Amelia's righteous indignation seemed to surprise even Grevis. He pondered the two words, a slight smile playing on his lips, but it sounded mocking.
"So do you think Amosta Blaine will follow the rules and regulations you've mentioned, Amelia?"
Amelia instinctively wanted to reply, but when she heard the question clearly, she was at a loss for words and didn't know how to answer.
She assumed that a wizard as renowned as Amosta Blaine in the modern magical world must be a wizard of impeccable character. However, before she could say it, she realized that such a presumptuous view lacked basis, since she didn't know Amosta Blaine very well.
“But I don’t understand, Mr. Grevis.”
Amelia frowned.
"What does this have to do with the Security Department's decision to confiscate Mr. Blaine's wand?"
“Nobody likes following rules and procedures, Amelia. People crave freedom and unrestraint—”
The dim light shone on Grevis's face, making his square features appear incredibly dignified.
"But if everyone truly acted according to their innermost thoughts, the world would descend into chaos. Therefore, rules and regulations are necessary to constrain people's behavior; only in this way can the magical world function stably. You asked me why I confiscated Amostrath Blaine's wand; I'll tell you the reason now—"
Grevis leaned forward slightly, his interlaced fingers resting on the table, his sharp gaze landing on Amelia's clearly dazed face.
"Because rules and regulations are completely useless to a wizard like Amosta Blaine. The punishments that exist to uphold the rules and regulations are completely useless to him. If he wants, he can do whatever he wants and make a mess of the magical world we live in, and we are powerless against him."
To be honest, I don't welcome wizards like this into the American magical world, especially at this sensitive time, and you know what I mean.
But I can't completely refuse Amostrath Blaine; his prestige in the wizarding world is growing daily. So, we both need to compromise. I'll let him in, but he needs to prove to me that he's safe. Do you understand, Amelia?
"But--"
Amelia was stunned for a moment before she came to her senses. Her emotions were clearly stirred up, and she said indignantly,
“We cannot take unfair measures against Mr. Amosta Blaine simply because he is a threat, Mr. Grevis. He is a hero who saved 100,000 people, not a criminal.”
"That's your idea, Amelia—"
Grevis said expressionlessly,
“It’s not mine. I don’t like to regret things after a disaster has happened. The disaster in this city has clearly taught us that we must be extremely cautious when dealing with wizards who have extraordinary abilities.”
Raising his hand to interrupt Amelia before she could finish speaking, Grevis said in a commanding tone,
"Thank you so much for coming to let me know that everything is going well, Amelia. You can leave now."
Amelia's lips tightened instantly, her fair cheeks flushing crimson.
Mr. Grevis, who had seemed easy to talk to just moments before, turned indifferent. He ignored Amelia and got up to walk to the bookshelf where newspapers were displayed, continuing to browse through the other active newspapers on the market besides the New York Ghost.
Even though she knew all along that she couldn't change the Security Department's order that used its power to override the rules, Amelia was still furious when faced with this outcome. She suppressed her emotions, stood up, and walked silently to the door.
"There's one more thing I need to report to you—"
The cold touch of the doorknob startled Amelia, and she turned to look at Mr. Grevis in front of the bookshelf.
Grevis looked at the naive young witch at the door without saying a word, but the restraint in his dark red eyes was very obvious.
"Amosta Blaine said he accepted the Department of Security's offer to have people monitor his activities in New York, but he made a condition."
Grevis raised his gray eyebrows.
"what?"
"He wants me to be in charge of monitoring him."
Amelia said.

"He wants you to be in charge of monitoring him?"
Grevis squinted and repeated Amelia's account, his tone revealing his doubt.
Amelia didn't say anything more, she just nodded slightly.
From the girl's open and honest gaze, Grevis guessed that she and Amosta Blaine probably didn't know each other beforehand, so perhaps Blaine had developed feelings for Amelia upon their first meeting?
Finding out Amosta Blaine's age was not difficult, and Grevis had already learned Blaine's age through the entry application materials that Remus had sent from the UK.
Undoubtedly a wizarding genius, achieving such heights in the magical path at such a young age, aside from some exaggerated legends, Grevis has never found a figure in history who can compare. However, it is said that Amosta Blaine was without a partner, so the speculation that he took a liking to Amelia might be...
Nonsense.
After a brief analysis, Grevis rejected the possibility.
Although he had never met Amosta Blaine, the snippets he heard from Chairman Kouhaug and the numerous reports in the Daily Prophet across the river were enough for Grevis to piece together a vague image of Amosta Blaine in his mind.
A person like him should know the impact of his words and actions, especially on foreign soil. Amosta Blaine would never have acted so frivolously.
Grevis instinctively wanted to refuse, but he also had to consider Blaine's feelings.
After all, judging from the current situation, perhaps because he had business to attend to in New York, Blaine has been cooperative enough, just as he just told Amelia, both sides need to make concessions.
Let Amelia accompany Blaine throughout the entire process.
Gravis frowned deeply. This wasn't what he'd wanted; he'd preferred a loyal and experienced Auror to guard Blaine, not a naive little witch. A glint of electricity flashed in Gravis's eyes... well, it wasn't entirely unacceptable.
Could it be that this was a request made by Blaine to save face?
"Are you willing to accept this mission, Amelia?"
The sudden question made Amelia's eyes widen; she had never expected Mr. Grevis to actually agree to it.
"But?"
Being able to follow a world-renowned great wizard was undoubtedly a rare opportunity, and Amelia couldn't possibly not want it. However, she still couldn't believe that Mr. Grevis would compromise for this, after all, he wouldn't even allow Mr. Blaine to bring his wand into the country.
"The Security Department's previous directive was that the Aurors must be in charge—"
“Oh, I don’t intend to change my plans,”
Grevis said solemnly,
