The owl didn't fly lower because the air was dustier at lower altitudes, which made it uncomfortable.
However, the smoke and dust did not affect its vision; it could still clearly see what the wizards below were doing.

A short while later, a man emerged from a hidden room behind the referee's bench at the very top of the circular track. He stood on the high platform, several dozen feet above the ground, yet still managed to pinpoint the person who had called him.
"How's your amazing alchemical tool? Will it go wrong?"
Once again, Ludo appeared beside Amosta carrying a bag. He glanced at the part in Amosta's hand, whose purpose was unknown, and said with great interest.
"I don't know, Ludo, but I'm confident there won't be any problems. I plan to try it out at seven o'clock—"
Ludo noticed that he wasn't alone in the studio behind Amosta; two fairies were also busy inside. He immediately shrank back and lowered his voice considerably.
"I got it from the department's warehouse. It was purchased when we were preparing for the Quidditch finals. It didn't cost any more money, so Batty agreed very readily!"
Amosta expressed his gratitude again, and as he looked around and saw that the arena was finally taking shape, he breathed a sigh of relief.
The air was still thick with smoke and dust, making everything in sight gray. So, Amosta walked to the railing and drew his wand from the sky to the ground. The next second, a strange wave rippled outwards, and the smoke and dust seemed to be subjected to immense gravity, instantly falling back to the ground, even affecting the owl in mid-air.
The clear view made Amosta nod in satisfaction, and he pointed with his wand at the bag Ludo had brought.

Many bundles of black carpet suddenly sprang out of the bag, evenly distributed throughout the field, and then stretched out to conform to the ground, making the brand-new field even more beautiful.
"Very good—"

Ludo immediately burst into cheerful laughter, but when he realized that Amosta was about to return to the studio, his expression changed, and he quickly grabbed Amosta's sleeve. Faced with Amosta's questioning gaze, Ludo became stammering again.
“That’s right, Amosta, you should know... well, this match is getting a lot of attention, I mean, outside.”
"If you want me to ask who will win the game and tell you the result so you can win big at the casino, Ludo—"
Amosta said calmly.
"Then I must tell you that anyone can win. I warn you, Ludo, don't bring those bad habits into the Triwizard Tournament. I don't want any more scandals during the competition."
“I thank you for your past generosity, Amosta—” Ludo said urgently, “but that was a huge sum of gold, which you had the chance to have so easily!”
Amosta's eyes turned slightly cold. He was about to say something when a commotion suddenly broke out outside the arena. Amosta immediately knew that Charlie and his men had brought several fire dragons to the arena.
"Don't do anything foolish, Ludo—"
Amosta hastily uttered a sentence and vanished in an instant, leaving Ludo Bagman alone, stamping his feet in frustration and resentment.
Four enormous carriages crashed heavily to the ground from mid-air, their wooden wheels warped dramatically, but they ultimately withstood the test and landed safely with four fire dragons on their backs.

Amosta walked toward Charlie, who had jumped off the carriage, and asked loudly.

A huge crack appeared in the ground, and a slope came into everyone's view, with a faint light shining from the other end of the slope.
Charlie directed his companions to slowly drive the carriage into the makeshift dungeon where the dragons would be housed before the competition began.
Another carriage came from the covered bridge and carried a makeshift kitchen. Hogwarts' house-elves would be responsible for providing early guests with a delicious lunch in the arena, and they could also enjoy delicious drinks during the games.
Although not as majestic as the Quidditch final arena, the arena is still magnificent. Surrounding the mountains are many huge antennas, and at the foot of each antenna, goblins and WWN staff are busy working.
As the morning light dispelled the last wisp of gloom between the mountains and valleys, Amosta stood in the now vastly different arena and fired a beam of blue lightning at the enormous screen hanging high above. With a dazzling interplay of light and shadow, the black screen finally formed a stable image, showing the complex terrain of the arena enclosed in the center.
From six months ago until today, all the hard work has finally borne fruit.

It wasn't until they climbed a hillside along the rugged path that the dawn became visible. Then, the students were surprised to find a tall metal pole, like an antenna, standing on a hilltop next to them.
"I heard from Professor Flitwick that it's an alchemical device used to transmit match footage, an invention of Professor Blaine—"
Qiu Zhang said with a hint of awe.
“There seems to be something up there—” Neville said hesitantly, squinting, “It looks like a house-elf?”
“It’s a goblin, Neville—” Harry said decisively.
The topic of how Professor Blaine planned to broadcast the Hogwarts match footage to the entire European wizarding world suddenly became a hot one, but some already knew the answer. For example, the Weasley siblings and Harry.
"That's really not simple--"
George whispered to Harry,
"We've been trying to recreate this set, but no matter how many times we try, we can't succeed. This isn't something you can do just by knowing a little bit of Transfiguration and alchemy!"
