Even though Dumbledore was confident that he had the whole situation under control, in reality, as Dumbledore aged, there were more and more things that he could no longer control.

Especially now, the Ministry of Magic outside of Hogwarts doesn't like Dumbledore.

If Dumbledore has no intention of changing this situation, then he will have even fewer allies.

So Dolly decided that she would still need to build her own team.
