We received intelligence that at 7:23 this morning, in a Muggle neighborhood, you cast a fire-starting charm in front of two Muggles.

This is a violation of the law on the reasonable restraint of underage wizards. Given that you did not cause any injuries or deaths, this is only a warning to you.

I hope you will keep the law in mind and not add unnecessary workload to the Ministry of Magic during the Christmas holidays.

Even Vernon and Penny were doing the same, which made the scene seem a bit strange.

It even made Mafalda feel like she had fallen into some kind of trap, making her instinctively want to escape.
