Umbridge's eyes lit up. Having failed to catch them in the act and lacking concrete evidence, she was now losing confidence in 'breaking the criminal gang'.
But when Fudge was called over, he was disappointed, which was no different from being unreasonable.
She desperately needed someone to take the blame, and it goes without saying who it was.
