They are both at the Taiyi level of cultivation and both possess a Di Ting (a mythical beast). If they can smooth over this karmic debt, why can't he become Ksitigarbha Bodhisattva?
Of course, there are some pitfalls to the Grand Vow; he won't send his own true self.

The Buddhist practice of the Three Bodies is derived from the practice of eliminating the Three Corpses. One can cultivate the Dharma Body, the Reward Body, and the Manifestation Body, which are essentially no different from the original deity.

The Dharmakaya is the aggregation of principles and laws, the absolute truth of the Buddha, symbolizing the true nature of all things in the universe, and also representing the Buddha-nature inherent in all beings.

It is formless and without appearance, neither born nor dying, and is omnipresent like empty space. It is the root of Buddhism, and the Dharmakaya is what all Buddhas manifest in Jetavana Monastery.

The Sambhogakaya, on the other hand, refers to the majestic physical form that the Buddha manifests through practice, great vows, and the accumulation of merit, combined with his own spiritual path.

It possesses the thirty-two major marks of a Buddha, is radiant and perfect, and often manifests in the form of a Bodhisattva. The great vows made by Ksitigarbha perfectly align with the path of the Sambhogakaya.

Xuan Yin intended to use this as a foundation, along with a primordial gourd, to enlighten a physical body, allowing Buddhist and Taoist methods to help him achieve the Four Proofs of Taiyi.

The Buddhist method of severing the three bodies is theoretically only achievable by a Great Enlightened Golden Immortal, which is a profound realm equivalent to the Great Luo Immortal realm.

But this is, after all, just theory.

Although Xuan Yin was neither a Great Immortal of the Immortal Path nor a Great Enlightened Golden Immortal of Buddhism, he was a Heavenly Noble of the Divine Path, and in essence, he was no less than a Great Enlightened Golden Immortal of Buddhism.

With just a few slight changes, he could now sever a shrine.

As for the manifestation body...

One needs to engage in worldly affairs to cultivate oneself; this is because the Buddha manifested in various heavens and worlds in order to save sentient beings or in response to the call of believers.

The thirty-three manifestations of Guanyin Bodhisattva, as well as the compassionate rescue of suffering by Taiyi Jiuku Tianzun, are all manifestations of the Buddhist practice of manifesting in various forms.

The Buddha of the World-Free King, who evolved from Rahu, can also be considered a manifestation of the Sambhogakaya.
