After Tom's deeply regretful explanation, Mordred finally understood what had happened, and even admitted that he was partly to blame.
Due to the small population base, Atlas has been frantically recruiting people over the past two years to fill the population gap in the peaceful world in order to meet its operational needs.
So after the Eighth Company Commander volunteered, Mordred assigned him the task of immigration, and Tom lived up to expectations, leading his slave-catching... no, immigration squad, following behind the other legions to select people.
This was originally a good thing. The peaceful world was in a period of full-scale construction and was short of people everywhere. And now that the Great Expedition was in full swing, the last thing it lacked was the newly incorporated colonies.
From Mordred's perspective, the human empire, as an interstellar power, cannot be described as having a backward system; in fact, it is inferior to an advanced feudal system.
Rather than letting people's living standards be completely tied to the anthropomorphism of the planet governor, it would be better for them to build planets under their own jurisdiction, where at least they can eat their fill from the same pot and occasionally have extra meals and some peaceful chickens to roam around.

"But all the good soldiers in the Death World have already been taken, and other legions think the same way, so I have to find them myself."
Thanks to your strength, Father, we were able to safely jump through warp space. As I searched, I came to an unknown star sector and saw a planet covered in lava, with a particularly, particularly large moon beside it.
"A particularly large satellite? And covered in lava?" Mordred seemed to know where it was.
Sure enough, Tom's next words confirmed his guess.
"That planet was called Nocturne by the local natives. After I arrived in that world, I found that it was filled with high-temperature radiation. The humans on it were very tough and had an explosive vitality. Apart from their dark skin, they were excellent recruits."
"So you went down and arrested them?"
"Yes! And for sustainable development, whenever I discover a clan, I only take one-tenth of it and leave them enough resources to recover."
But instead of being grateful, they called me a demon and said their guardians would destroy me.
