Hoover observed in more than one report a striking similarity in the defensive and counter-attack tactics employed by Black communities in resisting attacks by KKK thugs.

Another point is the standardization of weapons and equipment. All the reports mention that in these conflicts, the firearms and ammunition used by the Black resistance fighters were of the same type and were US military standard.

—Shit, the military really needs to take care of its arsenal!
—If gangsters can buy them, black people can buy them, and one day even homeless people on the street will be able to pull out a submachine gun. Hoover wouldn't be surprised at all.

Furthermore, when faced with interrogation, the few captured Black people almost unanimously mentioned similar slogans, such as "We have regained the glory of God," "The Holy City has returned," and "The dark ages are about to pass."

These findings alerted Hoover.

The U.S. federal government, or the white ruling class, has never been afraid of sporadic, impulsive riots by Black people caused by oppression.

Such riots are like wildfires; though they are fierce for a time, they lack sustained fuel and are easily extinguished by force.

What they are truly afraid of is the formation of an organized, collective resistance force among Black people with a unified ideology.

Throughout American history, whenever a leader or nascent organization emerged that was able to effectively unite the Black community, it was met with a tacit, swift, and brutal joint attack from both official and grassroots white supremacists, until it was physically eliminated or its organization disintegrated.

This is the ironclad rule for maintaining racial hierarchy.

If, during his term, a highly organized Black community with unified tactics and ideology truly and quietly emerged in the South, and the Bureau of Investigation remained completely unaware...

Therefore, the Bureau of Investigation's dereliction of duty is even more serious than allowing all the gangsters in the North to drive around the streets with a tank in hand!

This is no longer a matter of saving face; it is a fatal threat to the very foundation of our rule.

Highly vigilant, Hoover devoted himself even more enthusiastically to researching the data, attempting to uncover the core leadership, organizational structure, and ultimate political objectives of this potential Black organization.

We can't act like the Ku Klux Klan in the South, openly waving the banner of white supremacy and chanting racial discrimination slogans.

Illegal immigrants can be of any race, and the Bureau of Investigation targets their "illegal" status and behavior, not their skin color.
