This is the ironclad rule for maintaining racial hierarchy.
If, during his term, a highly organized Black community with unified tactics and ideology truly and quietly emerged in the South, and the Bureau of Investigation remained completely unaware...
Therefore, the Bureau of Investigation's dereliction of duty is even more serious than allowing all the gangsters in the North to drive around the streets with a tank in hand!
