So he had no choice but to settle for second best. He paused for a moment and then said, "Sichuan needs to do two important things for the court."
"Please give your instructions, Your Majesty," Zhu Xieyuan said.
"First, the profits from Sichuan salt will be centrally managed by the imperial court. A 'Sichuan Salt Transport Commissioner' will be established. Starting next year, the annual salt tax of 800,000 taels will be fully remitted to the imperial granary!"
