Why do we say "surprisingly"?

However, China did win. After more than two years, although domestic grain prices have risen somewhat, they are far less dramatic than those in international futures markets.
When the financial crisis hit, this price war over grain prices came to a complete halt.
Many people on Wall Street made money during this process, but not much money was made from the Chinese. The four major grain traders suffered huge losses and never cooperated with Wall Street in this way again.
