The commentary was soon completed and was called "Dayun Jing Shu".

What makes this book remarkable is that it combines the popular folk worship of Maitreya with scriptures that promote female rule. According to Buddhist teachings, "Maitreya" means "compassion" and universal salvation of all beings, and is the "future Buddha" who will succeed Shakyamuni Buddha in the future.

Maitreya has been widely worshipped and is very popular among the people since the Northern and Southern Dynasties.

Therefore, the Great Cloud Sutra Commentary now combines the stories of Maitreya Buddha and the Pure Light Goddess, saying that the Empress Dowager is Maitreya incarnate and will surely replace the Tang emperor to become the ruler of the world.
