He then handed a letter to Dui.

Dui handed him the letter, saying, "King Sengir promised to help Rohan defend against the enemy and will give me the entire Rohan Pass, including the Aisen River crossing."

Dui spoke directly to the leader of the Black Barbarians.
Dui needs to stay in Aisengard to guard against Saruman's surprise attack and does not intend to personally go to aid Rohan.
