The county magistrate followed suit, and the collection of taxes was conducted without disturbing the households, not on their behalf. However, it involved paying the due taxes several months earlier, which had four advantages: first, it exempted the government from urging payment; second, it prevented yamen runners from extorting money; third, it reduced the burden of debt interest in newly established villages; and fourth, it brought peace and tranquility to impoverished households. (This refers to a system already implemented in Jiangling County.)
If this law were to be implemented and all people were righteous, then there would be no suffering from premature taxation throughout the land. This is what is meant by "a little leniency and a day's relief will bring a little benefit to the people."
