The tail rotor can be exposed or enclosed, as is the case with the French-made Dolphin helicopter. American-made ones generally have ordinary tail rotors. The design of this helicopter uses a duct to enclose the tail rotor, the most important purpose of which is to reduce noise.

It's absolutely unimaginable that a helicopter could fly with a noise level similar to a human's voice, but looking at these designs now, they're quite clever, clearly an effort to reduce the probability of being detected.
