"If Miao presides over the sacrifices, and all the gods enjoy them, then Heaven has bestowed it upon him; if Miao presides over the affairs, and the affairs are well-managed, and the people are at peace, then the people have bestowed it upon him. Heaven gives it to him, and the people give it to him; therefore it is said that the Son of Heaven cannot give the world to the people."

Liu Miao's statement that "the people received it" was not only an emphasis on his own legitimacy, but also a denial of the legitimacy of Yuan Shao's abdication.
