Let's look at the second sentence first. It clearly says, "Those who are not sincere are rarely benevolent." The key word besides "benevolence" is "sincerity."
Connecting this keyword to the preceding text, we can see that the behavior of being filial to parents and obedient to elder brothers stems from inner sincerity. Therefore, the previous sentence can be interpreted as "sincerity is the foundation of benevolence!"
Sincerity is the foundation of benevolence; without sincerity, one rarely attains benevolence!
