Hoover, dressed in black pajamas, sat upright at the table. He took out his glasses, put them on, and carefully read the report from Texas, occasionally making some noise.
He would hum in agreement, seemingly satisfied with the report's contents, then frown and let out a soft snort, expressing his disdain.
Deputy Director Thorsen, sitting opposite him, was flipping through a magazine. Every time he made a sound, Thorsen would glance at him.
"Take a look." Hoover pushed a report he had finished reading over.
This report is a transcript of Theodore and Bernie's investigation into the prostitution case, and it also includes newspaper reports from that time.
Thorsen put down the magazine.
Hoover picked up the second report to read.
This report documents the oil field case.
Then came the third and final case: the Teddy Santos murder case.
He read the first few pages very quickly, but slowed down when he got to the last one.
Thorson had already finished reading the second copy and came over to read the third copy with him.
The two men had different focuses. Hoover's focus was on the political struggles behind the case.
He expressed his appreciation for Theodore's ability to escape unscathed, but also criticized his lack of ambition.

He was heading to prison with Bernie, along with Jacob.
They just happened to be traveling together; Jacob was going to visit Carlos Mendoza, while Theodore and Bernie were escorting Johnson, Lawson, and the other two.
The kidnapping case was closed under the watchful eyes of the entire city. The three kidnappers will be transferred to prison for temporary detention pending trial.
The three individuals performed differently.
Paul Anderson and another accomplice were begging for mercy, their fear of systemic punishment in prison reaching its peak.
However, no one paid any attention.
Johnson then started hurling insults at Bernie, repeatedly banging on the car door and lunging at them, making a move as if to seize the gun.
Bernie simply tossed him back over and over again without any overreaction.
His actions provoked Jacob, who was hitching a ride, to sneer.
Jacob asked him if he was really afraid, he could be assigned to the Mexican ward, where no one would bully them and his fellow countrymen would take good care of them.
He pointed at Bernie's indifferent face and Theodore's calm face. "You see, I'm not on their side. These two don't like me."
His words immediately drew Johnson's ire, and for the rest of the journey, Johnson spent half the time cursing at him.
Upon arriving at the prison, Jacob waved to Theodore and Bernie and went to see his compatriot Carlos Mendoza.
He returned to see Carlos Mendoza almost every week, and for this purpose, he specifically found a fellow countryman to take care of him in prison, just to make sure that the other countrymen didn't go too far and accidentally kill him.
