Fifth, the new Trisolaran leader and decision-making body must undergo a review by the Carbon-Based Federation's mind membrane to ensure that their future decisions will not pose a threat to Earth's civilization again.

Chains were fastened around the necks of the Trisolaran civilization.

The recall of the fleet, the establishment of a buffer zone, and the use of a mind membrane for censorship essentially deprived the Trisolaran civilization of any form of attack capability in the future.
