Chapter 136 The Bet! (First Update!)

After Xue Hongchang finished speaking, he kept looking at Lin Yi, waiting for Lin Yi's reaction.

Meanwhile, Lin Yi, having made up his mind, decisively picked up his teacup and made a toasting gesture towards Xue Hongchang:

"So, Secretary Xue, if I want this land, what procedures should I follow?"

"The process isn't difficult!" Xue Hongchang stood up, returned to his desk, rummaged around for a moment, and quickly came to Lin Yi with a document. He put the document down, pointed at it, and said:

"You'll understand once you take a look at this document."

At Xue Hongchang's prompting, Lin Yi took the document, opened it, and began to study it word by word.

[Draft of the Suzhou City Support Plan for Emerging Enterprises and New Technology Enterprises]

[Prologue: In 2002, China joined the World Trade Organization, officially entering into international cooperation and beginning to play its own role.]

However, according to relevant statistics, China is naturally at a disadvantage in international trade.

Under this premise, the human and material resources invested by various regions are not proportional to the benefits received.

Suzhou was naturally among them.

To change this situation, our companies must achieve a leapfrog development and find new growth points.

In fact, at critical moments, we may even need to forcibly discard some outdated things.

However, reality is cruel. The high cost of starting a business means that many emerging companies simply cannot survive until they achieve success.

This is especially true for some technology manufacturing companies.

But these are precisely the kinds of companies we need in the future.

Therefore, after organizing a meeting and discussion, it was decided to provide targeted support to this type of technology manufacturing enterprise to a certain extent.

However, while providing support is important, we must be discerning and distinguish the genuine from the fake.

The main content of this document appears after the prologue.

The official content is very straightforward, without a lot of unnecessary fluff.

Chapter 1: Selection Criteria for Support Recipients

Article 1: The business scope of the enterprise license and the actual business scope must focus on new technologies and new materials. Traditional enterprises need to make technological innovations. Ordinary traditional enterprises without innovation are not within the scope of support consideration.

Article 1.1: Main categories of emerging technologies: new energy batteries, chips...

Article 1.2: Main categories of new materials: special-purpose steel, special-purpose composite materials, special...

Article 2: The enterprise's tax payment in the previous year must be ≥ 500 million yuan (Note: This tax amount is the amount after the final tax refund settlement. If the remaining tax amount after the final tax refund settlement is < 500 million yuan, it will not be considered).

When calculating for a single enterprise, the calculation is based on the taxes and fees paid by that enterprise.
When calculating the group company's figures, only wholly-owned subsidiaries and wholly-owned branches are included; non-wholly-owned subsidiaries and branches are not included in the calculation.
Article 3: Enterprises that apply to participate in the support program need to submit relevant project proposals as soon as possible.

Article 3.1: The project proposal must include the name of the project to be launched, its content, and future development plans.

Article 3.2: The project planning document shall specify the quantifiable development time of the project in order to facilitate the monitoring of project progress.

Article 3.3: The project proposal must specify the exact start time of the project. Enterprises that receive support from the support plan must start the project within 360 calendar days of signing the support agreement.

If the deadline is exceeded, it will be considered a waiver, and after evaluation, Suzhou City has the right to reclaim the land provided in the support plan.

Article 4: Supported enterprises are required to complete the designated targets before the end of the overall support period.

Article 4.1: Winning the Nobel Prize.

Article 4.2: Win the Turing Award.

Article 4.3: Received a national-level progress award.

Article 4.3: Annual turnover exceeds RMB 2 billion and tax payment exceeds RMB 20 million.

(This calculation also uses the tax amount after the final tax refund calculation is completed.)
Article 4.4: 500 or more invention patents must be reviewed and confirmed to be in line with the company's development before they can be evaluated.

Article 4.5: 1000 or more utility model patents must be reviewed and confirmed to be in line with the company's development before they can be evaluated.

(At least three of the above conditions must be met!)

Article 5: The overall support period is 4 years + 360 days. In addition to land support, tax reduction and exemption benefits are also available.

If a supported company fails to complete the project plan or meet the requirements specified in this plan within the specified period, it will be considered a failure.

The company needs to pay the outstanding land transfer fee.

The land transfer fee is calculated based on the land transfer fee price of the surrounding land in the third year after the support agreement is signed.

(If the agreement was signed in May 2010, the land transfer price in May 2012 will be used for calculation.)
The terms and conditions were not many, and Lin Yi read them all without much effort.

The previous clauses were all fine, but he couldn't hold back his composure when it came to the fourth clause.

But after thinking about it, the whole Yangtze River Delta region is doing this: adding the Nobel Prize to various clauses and using it as a condition for support.

Therefore, the focus should be placed on the later parts and other clauses.

If an annual turnover exceeds 2 billion yuan and taxes paid exceed 20 million yuan, this is a minor issue.

500 invention patents? That's a minor issue.

As for the subsequent 1000 utility model patents, those are even a minor issue.

After setting down the terms and conditions document, Lin Yi didn't rush to speak. Instead, he pushed the document back in front of Xue Hongchang, tapped his fingers lightly on the table, and then said to Xue Hongchang with a playful expression:

"Secretary Xue, you've dug a rather deep hole."

Xue Hongchang smiled faintly, took the terms and conditions document in his hand, then slowly rolled it into a cylinder, waved it in his hand, and asked Lin Yi:

"So, Mr. Lin, do you dare to jump into this trap?"

"I jumped ship. I got 500 acres of land, plus corresponding tax incentives."

"Don't jump in. Once you get past this pit... cough cough... once you miss this opportunity, it's gone forever."

"This is, after all, a pilot program. If no one dares to even try it, then this kind of support work will not be able to be carried out in the future."

As he spoke, Xue Hongchang showed a regretful expression, followed by another sigh.

Under the watchful eyes of Zhou Tianming and Lin Yi, he slowly stood up, placed the document back on his desk, and put it back into the pile of documents.

After putting the documents away, he returned to the sofa, picked up the teapot, and refilled the water for the two of them.

As he did these things, Lin Yi's gaze remained fixed on him the entire time, following his every move.

Meanwhile, Zhou Tianming kept giving Lin Yi meaningful glances.

After the tea was refilled, and after Xue Hongchang sat down opposite him again, just as the other man picked up his teacup and was about to drink, Lin Yi raised his right index finger and waved it:

"500 mu of land is not enough."

puff!

Wow!

"Cough cough cough..."

Xue Hongchang was drinking water when he suddenly heard Lin Yi's words. He panicked and the tea in his cup went straight into his nose, choking him half to death.

The cup in his hand, caught in his excitement, fell to the ground and shattered. His gaze lingered on the glass shards for a moment, then he abruptly looked up at Lin Yi, his face expressionless, as still as a piece of wood.
"What do you mean?"

As his voice rang out, Lin Yi pointed with his left hand to the desk behind Xue Hongchang, pointing to the pile of documents:

"That means that of your clause 4, I can satisfy all but clauses 4.1 and 4.2."

“But 500 mu of land is not enough, I need 1000 mu.”

"Of course, the more the better."

Lin Yi's expression was very serious, but after hearing these words, Xue Hongchang let out a soft chuckle, then lowered his head and continued looking at the shards of glass at his feet, speaking calmly:

“It’s not a good habit to boast. I met someone just two days ago who said he had technology for new energy vehicles.”

"We can manufacture new types of hydrogen-powered vehicles that only require water to run..."

Before Xue Hongchang could finish speaking, applause rang out from the other side. However, the applause was sparse, with two high and two low beats. Anyone with normal hearing could hear the sarcasm in the applause.

As for the person clapping, it was naturally Lin Yi.

After listening to the mocking applause for a while, Xue Hongchang looked up, rolled his eyes at the young man opposite him, and replied irritably:
“I have studied basic physics and chemistry, and I know about the conservation of energy, so you don’t need to mock me.”

"I threw that person out, and at the same time I reported it to my superiors."

"As for whether the leaders want to do it or not, that's none of my business. At least as long as I'm at Hanshan Temple, those cars that can run on water won't be here."

Having uttered these words with absolute certainty, Xue Hongchang quickly sat up straight, his gaze towards Lin Yi now carrying a scrutinizing quality.
"Stop mocking others. Tell me, what do you plan to do with 1000 acres of land?"

"Could it be that your startup project is this so-called water truck?"

This time, it was Lin Yi's turn to roll his eyes.

After rolling his eyes, he took out his Nokia phone, removed the battery, and placed it on the table.

"This is the startup project."

"This?" Xue Hongchang grabbed the battery, weighed it in his hand, then held it up to his eyes, looking at the battery with his right eye and at Lin Yi with his left:

"There is also a battery manufacturing company in Hanshan Temple District. The situation of this company's continued existence can only be described as complicated."

“In a few days, once the city’s environmental regulations are released, this battery manufacturing company can announce its closure and get out of here.”

"So I disagree with your statement that it requires 1000 acres of land."

"You mean that rainbow battery?" Lin Yi frowned and uttered a name.

The name made Xue Hongchang frown slightly, and Lin Yi was secretly pleased to see Xue Hongchang's expression.

I just laughed out loud.

This factory is located in Hanshan Temple District, about six or seven kilometers north of Xiaomi Heavy Industry.

The fact that this battery factory is still remembered is entirely due to its own strength.

In his past life, this bastard was secretly discharging sewage into the Grand Canal, and he was very arrogant about it. Then he got caught.

After the company was dealt with, a two-month-long environmental governance investigation was launched throughout Suzhou.

This caused a great deal of resentment.

Lin Yi grabbed the battery from the table, tossed it lightly, and then added:
"Rainbow Battery mainly produces batteries for various remote controls and flashlights."

"As for mobile phone batteries, I remember they produced a batch, and because the quality was so poor, they almost burned down the downstream manufacturer's warehouse, and then the downstream manufacturer shut them down."

"It seems to have happened last year, and it caused quite a stir back then."

At this point, Lin Yi briskly stood up and slowly sat down next to Xue Hongchang:
“Secretary Xue, let’s be frank. You just came here last year, you’re still young. Don’t you want to be promoted?”

Faced with this question, Xue Hongchang did not rush to answer. Instead, he turned to Zhou Tianming, frowned, and asked:
"I'm curious, Director Zhou Tianming, you're known for being aloof from all sorts of things, so why are you thinking of helping this young man?"

Under his gaze, Zhou Tianming held up three fingers:

"At least 30,000 jobs, plus several thousand resettlement quotas for veterans—if I can't help these, who should I help?"

"Help me with that water truck?"

"What if it's a water truck?" Xue Hongchang asked.

Zhou Tianming raised a finger, shook it gently, and then pointed it to his eyes:

“I can tell at a glance whether someone is a person who does real work or someone who just brags.”

Xue Hongchang shook his head and continued calmly, "My authority is limited to 500 mu!"

These calm words did not dispel Lin Yi's thoughts.

No one would complain about having too much space.

Now that I've stumbled upon this good thing, I'll definitely try to find ways to gain more benefits for myself.

The policies will only become tighter. In two years, or even just one year, it will be incredibly difficult to acquire 500 acres of industrial land.

If we get our hands on it now, we can save ourselves a lot of unnecessary trouble in the future.

At least, it's my own territory, and I can make my own decisions.

He then leaned close to Xue Hongchang's ear and said, as if bewitched by a demon:
"Secretary Xue, shall we make a bet?"

"I'm betting that if I get 1000 acres of land, I can bring tens or hundreds of billions of yuan in GDP and tens of thousands of jobs to Hanshan Temple District."

"How about it?"

"Does Secretary Xue dislike it when everyone in Suzhou calls you Secretary Xue?"

"Of course I want to!" Xue Hongchang slapped Lin Yi's hand away and looked up at the young man in front of him.

The young man was very tall and could be considered a handsome young man.

When he looked over, the young man met his gaze without flinching.

Very courageous.

After staring at Lin Yi for a few minutes, Xue Hongchang pointed to his forehead and said softly:
I am 48 years old this year.

"Enough!" Lin Yi made an OK sign with his right hand.
"48 years old, my birth year in the Chinese zodiac, the prime of my life."

"You'll only be 58 years old in 10 years. You can retire at 60, so you still have 12 years."

"I can guarantee your grades will be good enough. As for your interpersonal relationships, that's up to you to figure out."

So, are you willing to bet?

After saying this, Zhou Tianming turned his back, pretending that he couldn't see or hear the two people.

He turned his back, which made Xue Hongchang want to ask someone a question, but he couldn't find anyone.

He remained silent for a long while before speaking firmly to Lin Yi:

"When you're at work, remember to address me by my title. Call me Secretary Xue!"
