Yuan Shu regarded his navy as an 'auxiliary force' rather than an independent fighting force. Yuan's ships were mainly used for water transport and short-distance support, and did not have the strength for large-scale fleet battles. Their ship types were limited, mainly consisting of light inland river warships such as the Mengchong and Zouge, which were difficult to compete with warships, let alone tower ships.
