Three groups of guards took turns guarding Shuri Castle and the area north of Naha Port, while the area from the south of Naha Port to Toyomi Castle was guarded by the militia's garrison.

The total number of Kuli's Guard and the Insurgency Army was approximately several thousand.

In addition to these two armies, Ryukyu also established the position of Kitayama Garrison Commander in Guiren Castle, which commanded the Kitayama Kuri Guard, a force of several hundred men, and was responsible for guarding the northern part of the Ryukyu main island.
