This plan is the first document in China to emphasize the control of disturbance to residents during the construction process. Qian Jin has formulated construction methods such as staggered construction hours and adding barriers to reduce noise.

Of course, this will be a very common process in construction sites in the future, but it is a remarkable theoretical breakthrough today.

It also involves communication and coordination with residents, as well as instructions on the simple use and maintenance of the renovated facilities.

These aspects were all conceived by Qian Jinlai to ensure that there would be no conflict with the public during construction.
