Nanyang Storm 1864
Chapter 577 The Latest Achievements in Colonial Assimilation
Recalling the series of major battles since the Russo-Japanese War, Emperor Zheng Guohui of the Great Chu Empire had truly enjoyed watching the drama unfold from the sidelines.
Three years have passed in the blink of an eye.
From 1902 to 1904, the royal family of the Great Chu Empire complied with the Australian Transitional Treaty and paid a total of £6200 million in compensation to Britain in exchange for Britain's understanding regarding the return of Australia to the Great Chu Empire.
Last year
The final payment to the British Treasury signifies the full implementation of the Australian Transitional Treaty.
The UK's transitional citizenship observation mission in Australia will expire on June 30 this year. The mission will then submit a report to the UK Parliament to carefully assess the implementation of the transitional treaty.
The Great Chu Empire was not worried about this. There was no British official who could not be bribed. If the deal failed, it must be because the offer was not substantial enough.
In the Victorian state premiership and parliamentary elections at the end of last year, Huang Renhe, a Chinese leader in Victoria, won the final election with as many as 67.7% of the electoral votes and successfully became the premier of Victoria.
Since taking office at the beginning of the year, Governor Huang Renhe has performed in a conventional manner and has not done anything out of line.
Its biggest action
It simply means abolishing a few local regulations that restrict Chinese people from doing business and engaging in politics, which was the original intention and nothing surprising.
essentially
Emperor Zheng Guohui of the Great Chu knew that Australia was preparing a major move: after July, the state parliament would review and pass the policy on recognizing Mandarin and English as official languages, and promote it in Victoria.
Don't underestimate this motion. After the Five Continents Alliance implemented this motion, the power of the local state government was completely monopolized by Chinese, including the military, police, judiciary, tax, education and administrative departments. It was completely Sinicized.
why?
Because being proficient in English alone is not enough; one must also be proficient in Chinese in order to serve as an official, participate in elections, hold public office, or even become a teacher or professor. This is the minimum requirement.
In today's era
How many white people are fluent in the national language? That's simply asking the impossible.
A simple bill has excluded the vast majority of white elites from government and military/police departments. How high a social status can they achieve by doing business alone?
Emperor Zheng Guohui of the Great Chu Empire is very patient; he will gradually promote changes in Victoria, starting now.
With the implementation of the policy that Malay is the official language of Australia, Malay education, along with education on loyalty to the monarch, patriotism, and filial piety, will follow from primary school to university. This will cultivate a large number of white-skinned, yellow-hearted people.
If people's thoughts, eating habits, customs and even religion are changed, it is difficult to say that even people with blond hair and white skin are of pure European descent, but rather that they are mixed with many strange things.
Is it really that hard to assimilate white people?
As long as one has full control over administrative power, achieving these things is actually not difficult at all.
In the future Victorian society, most of the elites at the top of society will be of Chinese descent. They have high incomes and respectable social status, and naturally have a greater advantage in the marriage market.
Those white girls know how to choose. Don't expect that just because you're white, you can attract those white girls to a smelly white cowboy with black fingernails and then throw yourself at him.
In any society
Economic status and social standing have always been the dominant factors, playing a leading role in Victoria's multi-ethnic social structure.
There are indeed white girls who are not vain, do not care about money, family, or status, but they are very, very few.
Emperor Zheng Guohui of the Great Chu Empire planned to gradually change the white community in Victoria over 40 to 50 years, or two generations, so that they would be fully integrated into the empire.
Since we can't eliminate them, let's put in the effort to assimilate them.
Emperor Zheng Guohui of the Great Chu Empire was extremely knowledgeable about ethnic assimilation, and his policies can be summarized in one sentence.
That is: to treat people differently based on their status.
The local tribal populations in the Viceroyalty of Tasmania, Hawaii (note: now abolished), Central America, Congo River, East Africa, and Madagascar were subjected to a simple and brutal policy of enslavement, repression, and trafficking, resulting in a significant reduction in the total local indigenous population and the purification of the regions.
The same policy is implemented throughout the East Indies.
This policy is crude and simplistic, which makes people feel somewhat reluctant to accept it, but it is the fastest, best, and most thorough way to achieve the desired results.
In the thirty-eight years since the founding of the Great Chu Empire (note: starting from the establishment of the Great Chu Kingdom in 1867), there has never been a single military coup across its vast territory stretching tens of thousands of kilometers from east to west.
Before complete assimilation was achieved, ethnic uprisings occurred frequently within the empire, much like the occasional tribal rebellion that erupts on Java Island today.
But what's the use?
It simply accelerated the "clearing" process. Four years have passed since the complete occupation of the former Dutch East Indies colony. The continuous suppression and enslavement of the local indigenous people, coupled with the constant immigration and deepening of colonial rule, have already largely been digested.
The former Dutch East Indies colony has a total population of approximately 1120 million (note: excluding indigenous people). Apart from the early immigrants of less than four million Chinese, the rest are people who were settled by immigrants in later periods.
Many unmarried single men on the islands of the mainland are packing their bags and heading to Java, where they can purchase a Malay woman at a lower price under preferential resettlement policies.
This has led to the formation of more than five million Chinese families in the southeastern regions of Java and Sumatra, almost scattered throughout urban and rural areas, with more than 330 million of them being later Chinese immigrant families.
Among these, as many as 80% of Chinese families marry Malay indigenous women, thus forming mixed families.
For decades after the founding of the Great Chu Empire, the average number of children per household reached 9.7. This included many polygamous families, which greatly increased the average number of children per household.
Even considering monogamous Chinese families, each household has as many as 6.35 children.
This fertility rate is below average in the world today, roughly the same as in Britain and France, but far lower than the number of children per household in Germany and Italy.
Compared to European countries, the Great Chu Empire was even stronger, as it had a relatively developed dairy industry and was a world-leading agricultural power, with a fairly good level of medical and health care.
This resulted in an extremely low number of premature deaths in the Great Chu Empire, placing it among the world's leading nations in this regard.
Actually
To reduce the infant mortality rate, adequate nutrition is essential. The Da Chu Empire's comprehensive milk powder and rice cereal industries have made outstanding contributions to this end.
In addition, the rural barefoot doctor system and the gradually growing traditional Chinese medicine industry, from Huoxiang Zhengqi Water to children's whooping cough, loquat cough syrup, trauma medicine, and quick-acting heart medicine, all greatly improved the survival rate of infants.
This allowed the population growth of the Great Chu Empire to remain at a high level. When these children grew up, the farmland at home was not enough to cultivate, and the pressure on urban families to raise them increased, so they naturally thought of ways to make a living.
As a typical immigrant nation, the flow of its domestic population was a direction intentionally guided by the Great Chu Empire. For example, in Java and Sumatra, the government introduced numerous preferential policies for land reclamation. Giving away land for free was impossible, but there were many attractive provisions regarding immigrant resettlement loans, marriage and childbirth loans, and other preferential policies.
It was under the guidance of various policies
The population of immigrants from the islands of the mainland, plus the immigrants brought in from the northern mainland each year, were mainly settled in the former Dutch-occupied areas, which became the biggest guarantee for the region's strong population growth.
In four years, the Chinese immigrant population increased by nearly 4 million, establishing more than 3.3 million Chinese families, which translates to a social population of more than 6.6 million.
Besides
The region also sends a certain number of Malay indigenous women abroad each year. The number has decreased from an average of 700,000 to 800,000 in previous years to more than 360,000 last year, and the estimated number of 200,000 this year is already quite high.
With the resources of Javanese indigenous women nearly exhausted, the local indigenous population has also experienced a precipitous decline.
From over 2300 million at the start of the Second East Indies War to less than 600 million today, a dramatic reversal has been achieved. This has also greatly reduced the living space of the Malay indigenous population, with most of them living in remote and underdeveloped areas.
Half of these 2300 million people are Malay indigenous women of all ages, and the younger women have been largely absorbed through internal relocation over the past few years.
This effectively reversed the serious problem of gender imbalance in the Great Chu Empire, enhanced sustainable population development, and made a significant contribution to social stability and public security.
The government got money and tax revenue, and ordinary single Chinese men got wives, started families, and fulfilled the lifelong dream of Chinese people to have children and grandchildren. It was a win-win situation.
Following the principle of "making the best use of everyone's abilities," many older indigenous women who had passed their childbearing years were mostly placed on farms and plantations, where they earned their living through hard work.
Overall, this arrangement is quite humane and unlikely to draw criticism.
The indigenous men were mostly settled in the hundreds of mines throughout the Great Chu Empire, or in large-scale infrastructure projects such as docks, railways, bridges, and dams, to improve the basic infrastructure of the Great Chu Empire.
On an already high level, we will go even further.
These four years
Every year, more than a million male convicts are exported from the former Dutch-occupied territories. These Malay convicts can be found in many engineering projects and mines on Borneo, Shangri-La, and the three main islands.
These Malay convicts greatly filled the labor shortage at the bottom of society and played a very important role in the era of the Great Chu Empire's economic development. This contribution cannot be ignored.
Of the remaining six million indigenous people of the East Indies, more than half are under control and work day and night in mines and construction sites on Java and Sumatra.
The rest consist mainly of the elderly, the infirm, the disabled, and those who slipped through the net in remote rural areas, as well as a considerable number of underage indigenous children, this group alone exceeds 170 million people.
As time went by, these indigenous children gradually grew up.
Indigenous girls aged 13 and above were selected. The young and beautiful ones were sent to other parts of the island, while those with less attractive appearances were mostly placed in local towns and became the target of new Chinese immigrants.
The lack of successors led to a rapid decline in this population group, which was also the main reason why no more than 20 people were sent out of the island in 1905.
According to expectations
By 1906, this number would have been reduced by half.
Indigenous boys who turn 13 also leave their homes; they are the new generation of laborers who will spend the rest of their lives in mines and town construction teams—there's nothing more to say about that.
In other words, in just a few more years, the remaining indigenous population will be completely assimilated.
Throughout the entire process of repression and enslavement in the colony, there were no large-scale massacres, no bloody punishments such as cutting off hands and feet, and no cruelty such as scalping; a relatively mild approach was adopted.
Even the natives of the East Indies who were relegated to hard labor camps could fill their stomachs if they performed well after a hard day's work, although the food they ate was worse than that of livestock.
In the Great Chu Empire, there was never a shortage of food.
In order to reduce costs, the Correctional Administration habitually mixed large amounts of seaweed and other similar things into the steamed buns of convicts in order to reduce food expenses.
The taste wasn't great, but it was nutritious enough.
Under prolonged enslavement, the average young and middle-aged indigenous convict could only endure for seven or eight to ten years before their life was essentially over, and they returned to dust.
Those who can endure more than ten years in a hard labor camp are all seasoned veterans, but so what?
In order to reduce riots by convicts, the Correctional Services Department also implemented many humane policies.
For example, some elderly and frail indigenous women were placed near mines and large towns, specifically for high-performing convicts to vent their excess energy, euphemistically called "recuperation centers".
These rewarded convicts could enter with tickets and enjoy a good meal at the sanatorium, which consisted of rice with broth, in unlimited quantities.
It's like poking a hole in a balloon about to burst, or opening a breach in a dam about to collapse, which greatly reduces the accumulated momentum of resistance.
This effectively reduced the likelihood of enslaved indigenous populations launching uprisings, self-harm, and infighting, thus maintaining long-term governance order.
The proverb "boiling a frog in lukewarm water" perfectly illustrates this point.
In the field of colonial assimilation
If the Great Chu Empire claims to be second, then no one dares to claim to be first.
Emperor Zheng Guohui of the Great Chu Empire was quite pleased with himself. He estimated that in another 15 years, the "restructuring and upgrading" policy would be fully completed, achieving a great feat in human history.
By that time
We can then discard the "restructuring and upgrading" policy into the dustbin of history, follow the historical trend, criticize this short-sighted policy for a certain period, advocate a policy of letting a hundred flowers bloom among a diverse range of ethnic groups and cultures, and develop the Chu culture, which is unique to the East Indies.
This is actually just a new cultural movement disguised with the characteristics of the East Indies, with a group of Chinese people playing the songs and dances of those indigenous tribes that have disappeared from history, simply to embellish the prosperity of the Great Chu Empire.
Different historical periods require different policies.
Just like at this time, a wave of national consciousness awakening from Europe has emerged within the Great Chu Empire, strengthening national awareness and awakening dormant national consciousness through various means such as news agencies, newspapers, and books.
The Propaganda Department of the Great Chu Empire, following the Emperor's orders, did not interfere, because the indigenous people within the empire were already too few to keep up with this wave.
In another ten years or so, when the Chinese population accounts for more than 90% of the entire Great Chu Empire and a unified empire is achieved, it will naturally be necessary to strengthen national consciousness.
This will not cause the Great Chu Empire to split; on the contrary, it will strengthen the recognition of the Great Chu Empire's national unity and territorial integrity, which is beneficial and harmless to the royal rule. (End of Chapter)
