Yang Le was chatting with Cassandra, who was using sign language to tell him what she had been doing these days.

Honestly, Red Arrow's excuse is a bit lame. He and Green Arrow did have some disagreements, but Red Arrow was the one who started them, while Green Arrow was the one who desperately wanted to repair their relationship.
