Chapter 338 "The Emerald Fist" Plan
Lynn looked firmly at Banner. "Doctor, this isn't just about you anymore. It's about uncovering a conspiracy that could threaten national security. Imagine the consequences if Black Hawk successfully replicates your abilities. A private army of Hulk-like warriors? No one could stop them."
Banner was silent for a moment, processing the information. Then he looked up, a renewed determination in his eyes. "You're right. I can't keep running away. If my testimony can help uncover the truth, I'm willing to cooperate."
Gwen smiled and leaned forward. "We're discussing a plan to record your testimony and send it, along with all the evidence, to multiple high-level recipients. That way, Black Hawk won't be able to completely block it."
Banner nodded. "That sounds like a good plan. But we need to make sure the evidence is strong enough that it's not easily challenged or refuted."
“On that,” Ethan said, pulling out his laptop, “I’ve been compiling my findings, including all the timelines, photos, eyewitness reports, and documents obtained from within Black Hawk. Gwen helped me crack even more encrypted files, and we now have a fairly complete overview of the ‘Emerald Fist’ plan.”
Banner looked surprised. "You've already done so much?"
Gwen smiled slightly. "We've been tracking Black Hawk and the Hulk for a long time, Doctor. You're not alone in this fight."
A flicker of emotion crossed Banner's face, then he sat up straight, as if he had gained new strength. "Then, let's begin. I will tell you everything about the gamma radiation experiment, the accident, and everything that followed. The complete story, without reservation."
Lynn nodded, but raised a hand to wait. “Before we begin, I need to confirm one thing. Mark said Black Hawk agents are monitoring the branch, but they might also be searching other parts of the city. We need to make sure this location is secure.”
He walked to the window and carefully parted the curtains again to observe the street outside. The street remained calm, with no suspicious vehicles or people. But Lynn knew this calm might only be temporary. Black Hawk International wouldn't give up easily, especially now that they knew Banner had received help.
“We need more intelligence,” Lynn said thoughtfully. “We need to know Black Hawk’s plans and operations. Knowing your enemy is the key to victory.”
Ethan frowned. "But our resources are limited, and we can't move freely without being detected."
A flicker of determination crossed Lynn's eyes. "I might have an idea. Mark can be our eyes and ears, but I don't want to put him in greater danger." He turned to Gwen. "Can you set up a secure communications network? One that allows Mark to safely relay messages to us without revealing his identity or location?"
Gwen thought for a moment. "Yes, I can set up a multi-layered encryption system, routing information through multiple servers. If done correctly, even Black Hawk's technicians would have a hard time tracing it."
“Let’s begin,” Lynn said, then turned to Banner. “Meanwhile, Doctor, we need your full testimony. Start from the beginning and tell us about the experiment, the accident, and how Black Hawk found you. Every detail could be important.”
Banner took a deep breath and nodded. "Okay, I'll tell you everything. But it's a long story."
Ethan had already prepared the recording equipment and notebook. "We have plenty of time, Doctor. Please begin."
Banner closed his eyes, seemingly organizing his thoughts, recalling those painful but important memories. When he opened his eyes again, he began his narration.
"It all started with a gamma radiation research project. It was a military-funded project aimed at researching how to make soldiers resistant to radiation damage."
Ethan meticulously recorded every detail, occasionally asking questions to clarify certain points. Gwen listened attentively while continuing to work on her computer, setting up a secure communication system. Lynn checked the window every now and then to make sure they were still safe.
The atmosphere in the room grew heavy as Banner recounted how Black Hawk experimented on innocent civilians. He described a secret facility he had stumbled upon, where dozens of "volunteers"—mostly from the lower rungs of society or homeless—were held captive, promised high pay to participate in experiments without knowing the true risks.
“Those experiments…almost all failed,” Banner said in a low voice, his eyes filled with pain. “I saw the records. Most of the subjects died after being injected with the modified gamma serum, or turned into something indescribable. Only a very few showed some limited enhancement, but their lifespans were drastically shortened, and their minds gradually collapsed.”
Lynn's expression grew even more serious. "Do you have copies of these records?"
Banner shook his head regretfully. “No. I could only quickly survey it before I was discovered and had to run. But I remember the location and general layout of the facility. It was in the New Mexico desert, ostensibly a private research facility.”
Ethan quickly jotted down the information. "This is a crucial clue. If we can prove the existence of this facility and its true purpose, it will be a major breakthrough."
Gwen looked up from her computer. "I might be able to find relevant satellite imagery or land records. If this is a large facility, there should be some traces."
Lynn nodded, then looked at Banner. "There's one more thing I've always wanted to ask: How did Black Hawk know your identity? How did you manage to remain anonymous for so long?"
Banner sighed. “It’s a complicated matter. Initially, only a few people knew I was the Hulk—my ex-girlfriend Betty Ross, her father General Thaddeus Ross, and a few scientists directly involved in the experiments. General Ross initially led the military manhunt for me, but later, Black Hawk seemed to take over the task. I suspect it was because they provided more advanced technology and more resources. As for how I maintained anonymity, constantly moved, changed my appearance, avoided cameras, used a pseudonym, and lived in a cash economy, it wasn’t an ideal lifestyle, but it kept me and those around me safe.”
Lynn pondered this information. "So General Ross might be the key to Black Hawk's communication with the military."
Banner nodded. “Most likely. But I’m not sure he fully understood Black Hawk’s true intentions. He always believed that capturing me was for national security, not to create a super-soldier army by replicating my capabilities.”
Just then, Gwen's computer beeped. "The secure communication system is set up," she announced. "We can now securely contact Mark and begin preparing to release Banner's testimony." Lynn walked over to Gwen, glancing at her screen, which displayed complex encryption protocols and routing paths. "Well done," he praised, then turned to the team. "Next, we need to develop a more detailed plan. Not just about releasing the information, but also about how to respond to Black Hawk's possible reaction, and our own security."
Banner seemed to hesitate for a moment. "There's something I need to remind you of. If I feel extremely stressed or in danger, I might change again. I don't want to hurt anyone, especially you, my friends."
Lynn looked at Banner seriously. "We understand the risks, Doctor. But we also believe that even in that situation, you wouldn't intentionally harm innocent people. Evidence suggests that the Hulk possesses a certain degree of discernment, at least to some extent."
Banner looked unsure, but nodded, seemingly grateful for Lynn's trust.
Gwen established a secure connection with Mark and sent a short message instructing him on how to use the system. A few minutes later, they received a reply.
“Lynn, I’m safe and currently at a friend’s house. The surveillance continues, and the number of men in black around the FBI field office has increased. They seem to be waiting for something. I’ve heard rumors in the office that you’ve been assigned a special mission and need to be offline for a while. This is clearly a cover for your absence. And one more thing: someone is checking records of recent accesses to our databases, especially searches related to ‘Emerald Fist’ and ‘Black Hawk International.’ I suspect they’re looking for clues about an inside leak. Be careful, I’ll continue to monitor the situation and report back.”
Lynn's expression grew even more serious after reading the message. "The situation is more complicated than we thought," he told the others. "Black Hawk may have started searching within the FBI for so-called 'whistleblowers.' This means they're not just after Banner, but actively looking for the person who released the information."
Gwen looked worried. "Then we must act quickly. Every day we delay increases the risk."
Ethan nodded. "I agree. We have Banner's testimony, we have plenty of evidence. It's time to prepare the final bombshell."
Lynn thought for a moment, then made a decision, “Okay, we’ll start preparing tonight. The goal is to complete all preparations within 24 hours, and then release the information simultaneously to multiple channels: major media outlets, members of Congress, senior officials in the Department of Justice, and even international organizations. Once the information is released, Black Hawk won’t be able to completely block or deny it.”
Banner looked both nervous and determined. "I'm ready. Whatever the consequences, the truth must be revealed."
Washington, D.C., 3:27 a.m.
Most offices in the FBI headquarters building were dark, with only security lights casting a faint glow in the corridors. However, in a corner office on the top floor, the lights remained on. Director Robert Henderson—a seasoned official with three decades of experience in law enforcement—sat at his desk, a deep worry on his face.
The computer screen in front of him displayed an encrypted document titled "Black Hawk Down International Investigation: Top Secret." This document had been sent to his encrypted email address just ten minutes earlier, from a sender identified as "FBI Special Task Force." Director Henderson was unaware of the existence of such a task force within the FBI, which piqued his suspicion and curiosity.
As he delved deeper into the documents, his expression shifted from skepticism to shock, and finally to profound unease. The documents detailed how a private military contractor called Black Hawk International conducted illegal human experiments in an attempt to replicate the superpowers of an individual known as the "Hulk." Even more disturbing, the documents provided substantial evidence that this organization had powerful backers within the upper echelons of the government.
Another video shows a detailed testimony from a man who identifies himself as Bruce Banner—the scientist allegedly capable of transforming into the Hulk. Banner describes the experimental accident, the subsequent relentless pursuit of him by Black Hawk International, and the horrific details of the "Emerald Fist" project that he witnessed.
Chief Henderson removed his glasses and rubbed his tired eyes. As a seasoned investigator, he was able to judge the authenticity of the evidence, and this material looked disturbingly real. If true, this would be a major scandal involving national security and human rights.
He picked up the encrypted phone on the table and dialed a number known only to a select few.
“Michelle, it’s me, Henderson,” his voice was low and urgent. “I need you to check immediately if we have an agent named Lynn Hall in our Manhattan branch. Full background, but keep it confidential, not through normal channels.”
The woman on the other end of the phone answered a few times, and Henderson continued, "Also, check if there are any recent internal records or memos regarding a 'Federal Investigation Task Force.' I suspect this could be unauthorized activity."
After hanging up the phone, Director Henderson continued reading the evidence in the documents. There were photographs showing a secret facility hidden in the New Mexico desert, documents obtained from inside Black Hawk describing details of Project Emerald Fist, and testimonies from multiple witnesses describing suspicious activity seen in cities such as New York.
Of particular note is a recording that documents Black Hawk's top brass discussing how to use government connections to cover up their activities. The recording mentions several code names but no specific names, yet it suggests a disturbingly high level of officials involved.
Just as Henderson was deep in thought, his encrypted phone vibrated.
“Henderson,” he replied briefly.
“Chief, I’ve found Lynn Hall’s file,” Michelle’s voice came through. “He’s a senior agent in the Manhattan division, specializing in counterterrorism and high-tech crime. Military background, excellent service record, and numerous awards.”
Henderson nodded, though the person on the other end of the phone couldn't see. "Any disciplinary issues or unusual records?"
"There are no disciplinary issues, but something is strange: the system shows he's currently performing a special task that requires him to be offline for a period of time. However, there's no official authorization record for this task, and the task description is unusually vague."
Henderson's brow furrowed even more. "Who authorized this?" (End of Chapter)
