Based on what Wayne learned at college, the United States, in theory, does have an "entry quarantine mechanism."
According to the original design of the Founding Fathers, this was to prevent the various plagues that had ravaged the Old World for many years from entering the New World and to avoid a repeat of the past.
Foreigners who enter the country through the proper channels, including celebrities and formal workers, must, in principle, go through this process before the federal government officially recognizes their rights as "free citizens."

This at least proves that Wayne's initial idea wasn't entirely wrong.
