Throughout the Eastern Han Dynasty, until Sima Lang suggested to Cao Cao to restore the county and state soldiers, the Eastern Han Dynasty did not have such rigorous and nationwide military grassroots organizations as after Emperor Wu of the Western Han Dynasty.
