The Terrorist Mobile Unit—a fearsome armed force in Night City—comprises ten elite squads, with a total membership consistently between sixty and seventy.

For a megacity whose population has recently swelled from seven million to nearly eight million, this special forces unit responsible for suppressing riots and eradicating cyberpsychosis is minuscule in size. However, it is precisely this deliberately maintained "scarcity" that becomes part of its terrifying deterrent.

Because the Terrorist Mobile Squad itself is composed of "tamed beasts"—almost all members are top-level dangerous individuals who were captured and modified during cyberpsychosis episodes.

He is familiar with street fighting methods and maintains sound rationality—which is precisely what the current Terrorist Mobile Unit lacks most.

When the lawmakers made their decision, they discussed 'waste utilization'.

In their eyes, this was just a risk-controlled experiment: if the young captain could really get those lunatics to obey again, then Night City would once again have a handy weapon; even if it failed, it would just be another insignificant riot, since the NCPD's special operations team had already proven they could clean up the mess.

No one cared whether Andy himself was willing to take on this hot potato. Those suit-wearing big shots only cared about the final outcome—whether this long-established violent machine could be given a second spring or should be completely sent to the incinerator of history.

"I've always had a kind of 'shadow' feeling towards the Terrorist Mobile Unit."

Upon arriving outside the 'Municipal Criminal Justice Complex,' the base established by the Terrorist SWAT team in 2020, Oliver said to Andy, "This is probably a shadow that every Santo Domingo resident has.
