Richard remained calm. Faced with the Dragon Emperor's furious roar, he simply said in a calm tone, "You're losing control, Dragon Emperor."

I need to make a deal with a rational ruler, not with a beast on the verge of madness.

The Dragon Emperor stared at Richard, his gaze so sharp it was almost like a knife, as if he wanted to tear Richard to pieces.

But the gaze quickly disappeared as Richard remained unmoved.

"Am I really that bad at acting?"

Richard shook his head: "Not bad, I just don't believe you can't see the situation of the Spirit Desert Civilization."

The Lingmo civilization is now in a dead end. Going out leads to endless void, while going in leads to being surrounded by civilization devourers.

They have no other options left; cooperating with the Wizarding Alliance is their only hope at the moment.

"This price is too low," the Dragon Emperor said, shaking his head.

"Knowledge alone is not enough; we need more: resources, legions, and even the support of the Overlord."

Richard smiled. "These things are all negotiable, but can you represent the Spirit Desert Civilization?"

On his way to the Dragon's Nest, Richard gained a general understanding of the Spirit Desert civilization.

For most of its history, the Lingmo civilization was ruled by an imperial council composed of five emperors. However, when faced with truly significant problems, the imperial council could not unilaterally determine the direction of the Lingmo civilization.

Above the Imperial Council, there is another decision-making organization—the Prophet's Desert.

Legend has it that the Prophet's Desert is the origin of the Sand Spirits and the final resting place for countless Sand Spirits after their deaths. Every grain of sand in the Prophet's Desert is the soul of a Sand Spirit.

The sovereign guides civilization, and civilization nurtures the sovereign; it is a mutually reinforcing process.

To become a civilization, the first thing it needs is a writing system, and the Lingmo civilization uses dragon script. Secondly, it also needs an alchemical system to process the various abundant resources in the world.

Unfortunately, the alchemy system of the Spirit Desert civilization is dragon alchemy.

Finally, a civilization also needs a systematic path for advancement. This path must at least allow humans to evolve steadily to level six.

“Simply exchanging technical information is not enough,” the Dragon Emperor said in a low voice. “We need supplies, a massive amount of grassroots combat power to support us. We also need skilled technical craftsmen, experienced strategic commanders, and if possible, support from the Overlords.”

Richard's expression remained unchanged as he listened to the Dragon Emperor's lengthy conditions.

Every transaction involves a negotiation process.

“You have quite a lot of demands,” Richard said, sitting up straight. “If the Spirit Desert Civilization isn’t completely blocked by the Civilization Devourers, then we will definitely give it our full support.”

Richard paused for a moment after he finished speaking.

"However, we are now isolated by the civilization devourers. Even our most advanced inter-world travel technology cannot cross such a vast distance to support the Spirit Desert civilization."

Therefore, to provide the aforementioned support, the Overlord would inevitably have to personally transport it, risking attack from the civilization devourers.

On his journey to the Hearthman dimension, Richard encountered a monster banished from an indigenous world. Richard sealed the monster away and left a beacon in that world.

This was originally his preparation for exploring other communities after the war.

But now, this world has become the escape route for the entire Wizarding Alliance.

No matter how powerful a civilization devourer is, it can only be confined to this world's community. Once it escapes to another world community, even the most powerful civilization devourer will be powerless to reach it.

"You actually have something like this!" the Dragon Emperor exclaimed in surprise.

Banishing monsters is an extremely rare occurrence compared to the endless dimensions. For a sovereign to happen to witness the banishment of a monster is an even rarer probability.

“Just good luck,” Richard said calmly with a smile. “As long as you join the Wizarding Alliance, I guarantee that the Spirit Desert civilization will continue in this new world community.”

The reception room suddenly fell silent.

The Dragon Emperor's sixteen dragon eyes suddenly closed tightly, as if he were thinking, or as if he were communicating with something.

A moment later, the Dragon Emperor opened his eyes.

"On behalf of the dragons, I agree to let the Spirit Desert Civilization join the Wizard Alliance. However, we need your full technical and skilled support."

Richard stood up and extended his right hand to the Dragon Emperor.

"Welcome to the Wizarding Alliance."
