Starting from 1952, the administrative regions of North China, East China, Central South, Northwest China, and Southwest China also successively implemented their own appropriate eight-level wage system.

In 1950, Northeast China issued the "Instructions on Adjusting the Salaries of Workers and Technical Personnel in Public Industries and Switching to the Eight-Grade Wage System" and implemented the "Eight-Grade Wage System".

In 1951, Northeast China changed the wage standards to five industries. Since then, the wage standards and industrial classifications have been adjusted many times, but the hierarchy system involving the eight-level wage has not changed fundamentally.

Starting in 1952, the wage management work in Northeast China and even the whole country was transferred to the labor department. In 1956, the 32nd meeting of the plenary session adopted the "Decision on Wage Reform", which pointed out: "In order to make the wage grade system of workers more reasonable, each industrial department must formulate and revise the technical grade standards of workers according to the actual situation, strictly carry out assessment and promotion according to the technical grade standards, and make promotion a normal system."

The emergence and implementation of the eight-grade worker system had its historical inevitability and rationality.

The eight-level wage system was formally established and implemented in 1956 and is still recorded in the wage files of a considerable number of old workers, demonstrating its vitality and fully demonstrating the rationality of its existence at the time.

In the early stage of the implementation of the eight-level wage system, it operated relatively normally.
