"Do you think that if those people don't come, the empire itself won't have monopoly oligarchs? Do you think that when oligarchs in your own country treat the lower classes, they will be more humane than foreign oligarchs?"

"Don't think about it. Development is king. They can bring money and help us recover lost territory faster, so let them come."
