Bruce was holding a thick file of Wayne Group documents in his hand, reading through it carefully.

Although they are both in Gotham, the Court of Owls, which has always existed in the legend, has no intersection with the Wayne family at all. How could they suddenly send out the Claws to behead the murderer and frame Bruce?
This really seems to be misleading the Gotham police, making them suspect that it was done by killers sent by the Wayne family.
"Where is Claw now? Can we see what he looks like?" Bruce asked curiously.
