“We need to analyze what kind of people those Muggles who hate wizards are,” Tyella said in a calm and slow tone, like a patient teacher. “Are they unable to accept our wizarding community because of the religious education they received from childhood, or is it simply because we have magical abilities that they do not, and therefore they hate us?”

"So what should we do in these two situations?" Tierra asked.

The wizards sitting below the stage looked at each other in bewilderment.

"Hmm, give it to them... use the Soul Reaper's Curse to change their minds?" said Donil Klosterman, a young man in his thirties, the current head of the Klosterman family from Finland.

“It’s one approach, but it only works for reforming stubborn elite Muggles and ruling Muggles, not for the vast majority of lower and middle-class Muggles,” Tierra said. “Think about it again.”

“Your Muggle magicalization plan!” Irina Smirnov said as if she had suddenly realized something. “Your Muggle magicalization plan is not just about increasing the wizard population, but more about further dividing the die-hard Muggles who hate wizards!”

“Clever, Irina,” Tiera praised. “Very clever!”

“The conflict between wizards and Muggles has always existed,” Tierra cleared her throat and began, “The most fundamental characteristic of wizards is their ability to use magic, while Muggles cannot.”

“Many people in this group have long harbored hostility toward wizards. They viewed wizards as outcasts, monsters, or evil people.”

“But does that mean Muggles don’t like wizards? No, they like them 100%. Telekinesis, flying, shapeshifting—who wouldn’t like that?” Tierra said. “If they didn’t, how could their so-called superhero comics, movies, and animations be so popular?”

“Most ordinary people just don’t like the fact that they can’t have magical abilities,” Tierra continued. “If you give Muggles a chance, a chance for them to become wizards, even if they can’t become wizards themselves, their next generation will have a chance. Why would Muggles have the time or energy to oppose wizards?”

“But my great leader, the plan to magicalize Muggles doesn’t seem so easy to execute,” Dornier Klosterman said. “You may not know much about our past. Hundreds of years ago, in the dark Middle Ages, at the very beginning of the witch hunts, some Muggles would capture wizards but not execute them directly. Instead, they would imprison them and subject them to all sorts of inhumane experiments, trying to gain magical abilities like those of us wizards.”

"So, my dear Donil, are you using foolish experiments from hundreds of years ago to question our current plans?" Tiera asked with a light laugh.

“No, my leader, I am not,” Donil Klosterman tried to explain in a panic.

"Please rest assured, this Muggle magicalization project is led by us wizards, and I will share my accumulated knowledge with all participating researchers and organizations," Tierra assured.

“But even so, you’ll still need the cooperation of some wizards, right?” Irina Smirnov asked. “I’d like to know, to what extent does your plan require us to go?”

“I cannot guarantee that the experiments on the magicalization of Muggles will not harm the interests of wizards or your wizarding families,” Tierra said. “But I can assure you that all your sacrifices will be adequately compensated by me.”
