One of them stood in front of the army officers' honor guard and the navy officers' honor guard, and said in a loud voice: "The plenipotentiary representative of the supreme Emperor Muro, the Grand Seal Keeper of the Cabinet, Count Narcia, pays his respects to you all!"
This man was not tall, but his voice was incredibly loud, and could be heard clearly throughout the entire naval dock.
